In the area of market surveillance under the Explosives Act, a pilot project was launched in 2024 to automatically check the labeling of products subject to the Explosives Act.
Manufacturers of flammable products that place them on the market in Europe must comply with the Explosives Act. This regulates the requirements that various products, such as explosives, airbags, or New Year's Eve fireworks, must meet.
Market surveillance at the Kassel Regional Council ensures that these requirements are met and that the high safety standards of the EU are fulfilled. In addition to laboratory tests, this also includes checking the labelling, known as formal conformity. Manually checking the information is time-consuming and prone to errors. This is precisely where the RPKS sought efficient support – and found it at CIB!
Automation and data extraction from photos using AI
With CIB flow, the Kassel Regional Council has access to a low-code process platform that can be supplemented with various AI modules, such as text recognition, anonymization, and accessibility assurance.
For the pilot project, an AI module checks the formal labeling of the photographed products.
The CIB flow app was installed on employees' work cell phones, allowing formal checks to be carried out in just four steps. Thanks to its low-code architecture, future legal changes can be incorporated independently by the Kassel Regional Council.
Automation and data extraction from photos using AI
In the past, we had to take printed checklists with us when we went out on calls and also photograph the products for the file. The paper was then scanned again. Afterwards, everything was entered individually into the electronic file. Today, all you need to do is take your work cell phone with you.

Easy photo capture:
Photos are taken with the CIB flow app and transferred directly to the system.

Automatic text recognition
Text recognized by CIB deepER is automatically transferred to the corresponding fields of a verification form in the automation portal CIB flow.

Intelligent text analysis
Relevant text passages are recognized by a large language model and further processed in the process.

Image analysis for symbols
Intelligent image matching detects whether the GHS symbol for explosives is present. This ensures that fireworks are distributed in accordance with regulations.

Automated documentation
In the final step of the process, a complete test report is generated as a PDF document, including the photos taken.
Outlook: Expansion to other regional councils in Hesse
Discussions are currently underway with the regional councils in Giessen and Darmstadt regarding the expansion of the project to cover the whole of Hesse. The solution has also been presented to other federal states, where there is also keen interest in its application.
